It

Local Governments need money to operate
and they levy taxes on real property for that purpose. A lien for taxes attaches to
the property as of January 1 of the tax year. Usually the first
half of the tax bill, if not paid, is delinquent after November
first, and the second half, if not paid, becomes delinquent after
